Feed Anomaly & Staleness Circuit Breakers
The deterministic Risk Engine enforces a hard 120-second staleness gate. If any instrument quote fails to receive fresh ticks within 120 seconds, incoming trade intents targeting that instrument are automatically blocked with a RISK_DECISION_DENY status. Stale data is never silently traded.
